If you are able to receive income, but choose not to, you are still liable for that income from a tax perspective. For example, a cash-basis taxpayer would still have to include interest earned on a savings account in their tax return even if they did not withdraw it. It is not whether or not you HAVE received the income, but whether or not you CAN.
